Qemu is sort of working out, although, as I mentioned, it is quite slow to start up a number of instances of the Ubuntu 4. I found that an Embedded variant of Damn Small Linux that comes with Qemu pre-configured to run it in. It ran OK on my main Mandrake box. It might be a good base for a light weight distribution for running in Qemu.
